Oral Statement on the UPR of Papua New Guinea

On 23 September 2011 during the 18th Session of the United Nations Human Rights Council, Franciscans International delivered a joint oral statement on the Universal Periodic Review of Papua New Guinea focusing on education and disability.  

Franciscans International and Edmund Rice International urged the Government to: 

1) Ensure that access to secondary and higher education is generally available;

2) Ensure that the necessary resources are allocated to the education system;

3) Establish partnerships with appropriate Non Governmental Organisations (NGOs) to deliver essential services to people with disabilities.

Oral Statement on the UPR of the Solomon Islands

On 21 September 2011 during the 18th Session of the United Nations Human Rights Council, Franciscans International (FI) delivered a joint-oral statement on the Universal Periodic Review of the Solomon Islands with a focus on education.

Marist International Solidarity Foundation and Franciscans International urged the Government to:

1) Improve providing free and compulsory Primary and Junior Secondary education, accessible to all, including those children with disabilities;

2) Address the gender imbalance in schools where girls are less likely to finish their basic primary education and to enrol in secondary classes;

3) Ensure that corporal punishment in the school and in the home, which is still prevalent, is duly prohibited and punished;

4) Address the fact that many teachers are currently under-qualified and many schools lack basic teaching resources;

5) Inform its citizens of their basic human rights and encourage human rights education in the school.

Oral Statement on the Report of the Special Rapporteur on Contemporary Forms of Slavery

Ms. Gulnara Shahinian, Special Rapporteur on Contemporary Forms of Slavery

On 14 September 2011 during the 18th Session of the United Nations Human Rights Council, Franciscans International (FI) delivered an oral statement on the Report of the Special Rapporteur on Contemporary Forms of Slavery focusing on child slavery in the artisanal mining and quarrying sector.

FI called on the Human Rights Council to urge the Indian Government to:

1. Ratify the ILO C138 Minimum Age Convention, 1973 and other relevant international instruments;
2. Adopt an holistic national plan for the protection of children working in mines, with the aim to stop trafficking and other human rights abuses perpetrated against children;
3. Ensure that the best interest of the child is the main priority in any policies and laws on mining;
4. Extend an invitation to the Special Rapporteur on contemporary forms of slavery, including its causes and consequences.

Oral Statement on the Report of the Special Representative on the Right to Safe Drinking Water and Sanitation

Catarina de Albuquerque, Human Rights Council’s Special Rapporteur on the human right to safe drinking water and sanitation.

On 14 September 2011 during the 18th Session of the Human Rights Council, Franciscans International and WaterLex delivered a joint oral statement on the Annual Report of the Special Representative on the Human Right to Safe Drinking Water and Sanitation.

FI and WaterLex highlighted that: "Unfortunately due to the fragmentation of international law, the July 28th 2010 GA recognition of the “right to safe drinking water and sanitation” remains a little cloud in the air, for as long as land and water regulations, investment agreements and trade regimes are not developed and applied in consistency with human rights and environmental treaty obligations.

Franciscans International and WaterLex wish to use this opportunity to call upon States to use the human rights–based planning developed by the Special Rapporteur to articulate the implementation of all their water related international legal obligations through a human rights-based water governance."

Oral Statement on the Report of the Special Representative to the Secretary General on Human Rights and Transnational Corporations and other Business Enterprises

In June 2011 during the 17th Session of the Human Rights Council, Franciscans International and other non-governmental organisations (NGOs) delivered a joint oral statement on the Annual Report of the Special Representative to the Secretary General on Human rights and Transnational Corporations and other Business Enterprises.

FI and its partners highlighted that the "Guiding Principles on Business and Human Rights: Implementing the United Nations ‘Protect, Respect and Remedy’ Framework” will only be effective, if the ability to access remedy, whether judicial or non-judicial, has been realised. The NGOs further emphasise that to ensure access to remedy for the rights-holders and accountability for the abusers, the follow-up to the mandate of the SRSG must therefore have the power to investigate country-specific cases to inform how judicial and non-judicial remedies in various levels and contexts could be applied.

Oral Statement on Extreme Poverty

During the 17th Session of the Human Rights Council in June 2011, Franciscans International and nine other NGOs delivered a joint Oral Statement on the Report of the Independent Expert on the question of human rights and extreme poverty.

The NGOs particularly supported a)  the idea of a social protection floor -  that all people – and in particular those living in extreme poverty – have legal entitlements or social protection guarantees provided by the State and that b) persons living in extreme poverty need to be involved in the design, implementation, monitoring and evaluation of social protection and other policies that have an impact on vulnerable groups.

Follow up on UPR of Australia

Moy Hitchen cfc delivers oral statement

On 8 June 2011, during the 17th Session of the Human Rights Council, Br. Moy Hitchen cfc, delivered a follow-up joint oral statement on the Universal Periodic Review of Australia  highlighting that those most affected include the indigenous peoples and their self-determination, recent refugees and asylum-seekers especially those held in detention, and peoples of low-lying islands threatened by Australia's inaction on carbon emissions.

Interactive Dialogue with the Special Rapporteur on Trafficking in Persons, especially Women and Children

FI delivered a joint oral statement with Global Alliance against Trafficking in Women (GAATW) to coincide with the Special Rapporteur on Trafficking in Persons, especially Women and Children, releasing her report on the ‘Right to Remedy’ during the 17th Session of the United Nations Human Rights Council (HRC) in May 2011.

Oral Statement on Education

Enka Papa, FI Advocacy Officer, delivers the oral statement

On 31 May 2011 during the Human Rights Council 17th Session, FI delivered an oral statement, on the report of the Special Rapporteur on Education, supporting the fact that achieving ‘Education for All’ would help to reduce poverty and address other human rights violations. Consequently it would also speed up the achievement of other MDGs, such as the Gender Equality and Poverty eradication.
