Universal Periodic Review Reports 2012


Safe Drinking Water in Burkina Faso

Franciscans International has submitted a report on Burkina Faso for the consideration of 16th UPR Working Group in April 2013. The report discusses the right to safe drinking water and essential sanitation services and further recommends the implementation of institutional and judiciary measures at the national level as part of Burkina Faso’s own commitment to secure the basic water needs of the national economy, based on the vision of a socially, environmentally and economically sustainable future.


Human Rights in Colombia

Franciscans International has submitted a report for the UPR of Colombia in April 2013 in collaboration with the Franciscan Family of Colombia, the Cajibió Peasant Movement (Movimiento Campesino de Cajibió), and the Tomás Moro Franciscan Foundation (Fundación Franciscans Tomás Moro). The report highlights several of the major human rights issues being addressed by Franciscans and partners in Colombia at the moment, including the incidence of forced disappearance and guaranteeing victims' rights; the precarious situation of human rights defenders; the right to development and collective rights in the context of the national mining policy; and the promotion of human rights in the context of the peace dialogues.

Children's rights in focus in Cameroon

Franciscans International has submitted a report prepared in collaboration with Franciscans on the ground on the human rights situation in Cameroon in view of the upcoming 16th session of the UPR in April 2013. Various issues related to children's rights are discussed, including trafficking in children, child labour, child marriage, and the situation of children living on the streets.

Prostitution in Germany

Franciscans International has produced a report in collaboration with Franciscans on the ground for the UPR of Germany which will take place in April 2013. The report focuses on the effects that the Act Regulating the Legal Situation of Prostitutes has had on the human rights of those involved in prostitution since it came into force in 2002. The report finds that this act has failed in its purpose to regulate for the better the prostitution sector. It has led to an increase in human trafficking, and has not succeeded in improving the working conditions of those in prostitution. The report includes two case studies provided by Franciscans working with women in this sector in Germany, as well as recommendations to the Government to implement specific measures for tighter control of the industry and introduce policies to improve the working conditions and health of women in prostitution.


Report on Romania addresses wide range of human rights concerns

FI and partners COATNET (Christian Organisaiton Against Trafficking in Human Beings), Association Points-Coeur and Associazione Comunità Papa Giovanni XXIII have submitted a report for the review of Romania during the 15th session of the UPR in January 2013. A broad range of rights violations are discussed, including issues surrounding the high levels of poverty, trafficking in persons, health concerns such as the rights of people living with HIV/AIDS and persons with disabilities, and the right to education.


Mistreatment of the Elderly a key concern in France

FI, in partnership with the Mouvement International d'Apostolat des Milieux Sociaux Indepéndants (MIAMSI) and Destination Justice, has submitted a report for the review of France during the 15th session of the UPR in January 2013. The report highlights concerns about mistreatment of the elderly in care homes. It also examines the situation of 'les gens de voyage' who are discriminated against by the state, particularly as regards access to the services and accommodation to which they are entitled as French citizens. The third major issue addressed in the report concerns the limitations to the right to freedom of religion and belief in French prisons.


Transitional justice in focus in Burundi

FI, in collaboration with the Company of the Daughters of St. Vincent de Paul, submitted a report to the Human Rights Council for the UPR of Burundi which will take place during the 15th session of the UPR in January 2013. The key points raised in the report concern peace and security issues, with particular emphasis on the challenges Burundi faces in transitional justice. There is an urgent need for the establishment of a Truth and Reconcilliation Commission but as yet, no such body has been put in place. Franciscans are also concerned about issues surrounding access to land and quality education.

Mid-term Implementation Assessment on Republic of Congo

The NGO UPR-Info released the Mid-term Implementation Assessment (MIA) on the Republic of Congo in July 2012. The MIA is based on information received from States, NGOs and National Institutions for Human Rights (NHRI) on the implementation (or lack thereof) of recommendations adopted at the Human Rights Council (HRC).

In collaboration with Franciscans at grassroots, FI submitted information on various issues pertaining to the justice system in Congo. Franciscans are most concerned about corruption and the lack of independence in the judiciary, the lack of resources throughout the justice system, and conditions in prison, particularly as regards health services.

Report on Peru highlights injustices against Afro-Peruvians

FI has submitted a report on Peru for the upcoming 14th session of the UPR in collaboration with the Centre for Ethnic Development (CEDET), a Peruvian organisation working to strengthen the cultural and ethnic identity of Afro-Peruvians through human rights defence, capacity-building and comprehensive human development. The report focuses on the  deficiencies of the legal and institutional frameworks which still fail to address the deeply rooted racism and systemic and long-standing exclusion, invisibility, and discrimination of the afrodescendant population.

Report on Benin focuses on 'witch children'

FI has submitted a report for the14th session of the UPR, to take place in October, on the issue of 'witch children' in Benin.  Ritual infanticide is a growing concern in the north of the country as a result of the traditional belief in the existence of 'witch children' who are seen as a curse on their community and therefore killed.  Franciscans in Benin have been working to change attitudes, save the lives of children and break the culture of silence around this issue since the 1970s. FI calls on the government of Benin and the international community to take conrete action to address this situation.

Sri Lanka report addresses challenges in reconciliation

FI submitted a report for the UPR of Sri Lanka in collaboration with International Marist Solidarity Foundation (FMSI). The review will take place in October 2012. The report highlights key concerns related to: Internally Displaced Persons (IDPs); peace and reconciliation; urban slums and adequate standards of living; domestic and migrant workers and trafficking in persons; the rights of the child and the rights of persons with disabilities.

Spotlight on children in street situations in Zambia

Read report

Children in street situations is one of the main concerns for Franciscans and partners working in Zambia.  In a joint UPR report drafted in partnership with Edmund Rice International (ERI), Istituto Internazionale Maria Ausiliatrice (IIMA) and VIDES International - International Volunteerism Organization for Women, Education, Development, FI addressed violations of the right to education, health, food, water and sanitation, and education and participation.

Report on Pakistan highlights women's and children's issues

Franciscans International, Marist International Solidarity Foundation (FMSI), Dominicans for Justice and Peace: Order of Preachers and VIVAT International submitted a joint report for the UPR of Pakistan which will take place in October 2012. The report focuses on the rights of the child and women’s human rights. In particular, it is concerned with: free, accessible and quality education; the right to be protected against all forms of exploitation and abuse, including child labour; protection from armed conflict and women’s human rights.

Report on Japan focuses on rights of migrants

In preparation for the UPR session in October 2012, FI submitted a UPR report on Japan in collaboration with the Congregation of Our Lady of Charity of the Good Shepherd. The main issues addressed in the submission are rights of migrant workers, foreigners/foreign residents, asylum seekers and refugees, violence against women with a specific focus on “comfort women”, children’s rights and statelessness.

FI Mid-term Report on the Republic of Congo

Franciscans International submitted information to the NGO, UPR-Info for the Mid-term Implementation Assessment (MIA) on the Republic of Congo. The MIA will report on the status of implantation of the UN recommendations raised during the country’s first UPR cycle in 2009. The information provided by Franciscans working in-country addresses the following concerns: exploitation of child workers; violence against women and children; access to the justice system; discrimination against Indigenous Peoples; and access to safe drinking water.

FI Mid-term Report on Chad

UN Permanent Representative of Chad,

FI has submitted a mid-term report to UPR-Info commenting on the status of implementation of the UPR recommendations accepted by the Government of Chad during the first cycle of the UPR in 2009. The report is based on information provided by Franciscans working in country on the following issues:  discrimination against women; children living and working on the streets; detention conditions; and the judicial system. UPR-Info will collate all of the reports received from NGOs to publish a final Mid-term Implementation Assessment Report.

Mid-term Implementation Assessment on Cameroon

The NGO, UPR-Info released the Mid-term Implementation Assessment (MIA) on Cameroon in January 2012. The MIA is based on information received from States, NGOs and National Institutions for Human Rights (NHRI) on the implementation (or lack thereof) of recommendations adopted at the Human Rights Council (HRC). 

Working with FI, Franciscans working in-coutry submitted information concerning specific issues including: street children; child labour, detention conditions for children, right to primary and secondary education for all children regardless of gender and background; better health care for children and Indigenous Peoples; initiatives to fight HIV/AIDS; rights for disabled people.
